Proposed 2011 LIHEAP Guidelines:

 

PROGRAM YEAR
DPW proposes to open the cash component on November 1, 2010 with a closing
date of March 31, 2011. DPW will begin operating the crisis exception program on
November 1, 2010 and close the program on January 2, 2011. DPW will open the crisis
component on January 3, 2011
and close the program on March 31, 2011. As in past
years, DPW may extend or shorten the program year, depending on the availability of funds.

DPW’s proposed program parameters provide for the following:


    − Income limit of 160 percent (*150 percent) of the Federal Poverty Income Guidelines (FPIGs) for the cash and crisis components;


    − Projected budget of $249.5 million available for LIHEAP benefits;


    − Cash component
            − Opening date of November 1, 2010;
            − Closing date of March 31, 2011;
            − Approximately 447,607 cash recipients could be served;
            − Minimum benefit amount of $300 (*$100);
            − Supplemental payment of $100 to vulnerable households to     reflect the higher energy burden. (*Will not be applicable)
            − Maximum benefit amount of $1,000.


    − Crisis component
            − Crisis Exception Program will operate from November 1, 2010 to January 2, 2011;
            − Regular crisis opening date of January 3, 2011;
            − Regular crisis closing date of March 31, 2011;
            − Approximately 179,362 crisis households could be served;
            − Minimum benefit amount of $25;
            − Maximum benefit amount of $400.

 

NOTE: The FY 2011 LIHEAP proposed Plan is based on the
expected Federal appropriation of $5.1 billion. All changes are based on receiving full Federal funding. If full Federal funding is not received, the program will revert back to the parameters outlined in the 2010 LIHEAP State Plan (as noted with bold *).
